The challenges to be met
The round table of October 28, 2021 on “local authorities facing the challenge of cybersecurity” (senat.fr) made several conclusions:
1. Elected officials and their departments must be made aware of the need for better cybersecurity.
The consequences can be very serious:
Disruption of services such as parking lots, water treatment plants, community establishments such as swimming pools, town halls, museums…
Theft and/or destruction of data (human, financial, computer)
Technical unemployment of the personnel, the stop of paying systems, ransomware…
Loss of trust with citizens, anxiety for agents.
2. Strengthen the digital security of communities by using the principle of subsidiarity
That is, assigning protection issues to a higher level. Communities with few resources and skills benefit from better security through mutualization.
The level of intervention may depend on criteria such as the financial support available and the level of technical expertise required.
3. Establish business continuity and recovery plans in the event of a digital crisis
With actions to be taken immediately.
The reports to be made to organizations such as the CNIL and the ANSSI.
The companies to contact to meet the needs.
4. Revaluate the Information Systems Security Manager in some communities according to their size.
